Job Purpose:

The Project Integrator (Front-end development) will be looking at identifying opportunities that will generate higher better-valued yields from various units, push the boundaries on crude and feedstock flexibility, and use energy more efficiently, all ultimately generating more cash. The scope will not only cover internal-to-refinery tactics/projects but will cover activities that will support End-to-End company opportunities. He/she will also be in charge of various masterplans for the site (e.g. energy masterplan, water masterplan, environment masterplan with Health, Safety, Security and Environment, unit masterplan, etc.)

From a Project process perspective, he/she will largely be responsible for the Identify & Assess phase. Depending on what will be assigned to him/her, a Project Integrator can potentially see a project through to completion (Select, Define and Execute with support on the Operate phase until the project is accepted by the asset owner). He/she will be expected to partner with the Project Manager/Engineer, Contractors and liaise with the relevant SMEs to ensure successful delivery of projects.

For this role, the focus is on hydrogen and its link with the rest of the refinery optimization. The scope of the opportunity will cover the HDS and the PFU and how improvements in this space will lead to improvements on margin and cash delivery for the site. Understanding further opportunities for catalyst life optimization (leading to pitstop frequency review), catalyst selection, etc. will be key in driving margin upside and cost reduction for the site in the opportunity being managed. Further expanding the role, the specific project integrator will be looking at integration opportunities as well in other areas linked with the HDS, PFU, etc

Principal Accountabilities:

  • Ensures that the following activities are carried out:
  • Together with Unit technologists, Discipline Engineers, etc. work on identifying opportunities to pursue (either quick wins via minor plant changes or medium to long-term project type activities)
  • Together with Site Assurance and Operations teams as well as Shell's Projects and Technology group, develop and own relevant projects that will feed into the Asset Masterplan and Business Improvement Plan, ultimately landing into the Site's Value Growth Plan.
  • Presents the project development in the Project Development Review or Decision Review Board.
  • Monitors progress via key milestones and benefits delivery of various Business Improvement Plan tactics as well as Project activities
  • Coordinates closely with the long term economist, project team, technical assurance providers, design contractors, operating groups and others in order to properly develop opportunities all the way to handing over the project for execution and commissioning
  • Provide support in administering and managing the Management of Change (MoC) Process for the Refinery, particularly design engineering requirements.
  • Participates in cross-functional studies where needed, e.g. Reliability centered maintenance studies, etc. for areas under the responsibility
  • Assists in the implementation of Global Initiatives
  • Coordinates with relevant Third party contractors where necessary
  • Shared Duties
  • With the partners from head office, ensure that the Integrated Capital Projects workstream captures the holistic view for projects/initiatives being worked on ensuring maximum cash liberation/generation for Tabangao and the company as a whole
  • Takes part HSSE and Process Safety activities


Participate in Safety Critical Activities where needed and actions related to gap closure as identifies in the HSSE Management Systems, such as those in the Refinery Bowties, Hazard Sheets etc as well as those identifies by other site Critical Processes
Performs other tasks that may be assigned to him/her from time to time.

  • B.S. Chemical Engineering
  • Has actual experience in developing and delivering projects specifically on hydrogen systems (HDS catalyst systems, SMRs, reforming, amine treatment, etc.)
  • Knowledgeable in Safety in Plant Design, or equivalent
  • At least 3 years Process Engineering or Technologist role in a Petroleum Refinery
  • Process Simulation background i.e. PRO II or Unisim/Hysys
  • Knowledgeable on key Refinery and Supply Economics concepts and the value levers for the Refinery, the IPU and RDS as a whole
