Job Description

  • Location:-Minato(Japan)
  • To be a future leader of GPS Japan customer application engineering team that consists of project level resources and Compliance/Code & Standard team members
  • Technical lead and co-ordination with project team members, sub-suppliers, external partners and other GE business
  • Coaching and guiding engineering resources in Japan
  • Provide necessary local code & standard requirement to Project Engineer consulting with Code/Standard Compliance Manager (future).
  • Identify necessary action to comply with local Code & Standard by consultation with Code/Standard Compliance Engineer, and provide necessary cost inputs. 
  • Project based leadership on the following, under active and intense interactions with external and internal engineering teams
  • Initiation and co-ordination of technical decisions within the project such as cycle and equipment optimization based on input from Proposal Leader. 
  • Facilitate selection of the main components (GT, ST, HRSG) based on input from RCAE.
  • Definition of the degree of modularization and prefabrication in line with the erection strategy.
  • Review of the civil and erection bills of quantities for construction / erection estimation based on input from EPC partners
  • Definition of technical risks and evaluation of provision / contingencies and preparing technical risk module in SFDC Strikezone.
  • Define and ensure project scope completeness, consistency and technical integrity.
  • Establish local system to check cost completeness of GE scope, and build comprehensive knowledge tool for EPC partners.
  • Carry out cost reviews including partners.
  • Establish procurement strategy in co-ordination with Procurement Tender Manager (future).
  • Internal reviews with minutes of meetings where applicable for Concept review, Bill of Quantity review, Constructability review, Deviations review, CAE Management review, GRB review and PRB review.
  • Technical clarification, negotiations and co-ordination with GE internal and external partners in technical related issues.
  • In case of consortium tenders, to prepare the technical part of the Consortium Agreement in coordination with all involved faculties, Consortium partner and Proposal Leader.
  • Tender Preparation:
  • Detailed technical offer preparation schedule, based on overall offer preparation schedule.
  • Organize the tender filing system.
  • Analyzing the technical specification and developing the project guidelines.
  • Reviewing and consolidate the whole technical proposal to ensure correctness to scope and quality.
  • Tender Follow-up:
  • Responding to customer's questions and clarifications.
  • Technical presentation and clarification to customers and GE internal and external partners. 
  • Supporting the Proposal Leader in formulation of the final technical contract and review prior to contract signature.
  • Handover to Execution:
  • Leading the technical project handover to the execution team, assure seamless technical handover between ITO & OTR.
  • Transfer of the technical part of the contract / offer and informing the location of various documents in tendering to the Project Engineering Manager and Project Manager.
  • Qualifications/Requirements:
  • Minimum Engineering Degree or equivalent
  • Experience with the project management tools and method such as cost calculation, time schedule, divisions of work and risk management.
  • Minimum of 10 years' experience in engineering, commissioning or tendering.
  • Knowledge of electronic data control and informatics (spread sheet, graphs, graphic representation, work processor, text writing, etc.)
  • Strong ability to communicate verbal and in written English with preferably a second language.
  • Well understanding of Japanese Energy Industry and familiar with Japanese METI requirement as well as code/standard.
  • Knowledge of contracting and the technical aspects of projects.
  • Detailed knowledge of the power plant systems, GT, ST, GEN and HRSG disciplines. 
  • Knowledge of coherence, interconnections and interfaces of the systems.
  • Able to travel regionally and globally when required for site visit and technical clarification & negotiation meetings

  • Commercial awareness and knowledge of risk management is of advantage.
  • Pro-active in suggesting improvements to relevant business processes and tools.
