Job Description

Position Description:
We are seeking a Contracts Advisor to join the Contracts Administration Unit of Northern Area Oil Operations Business Support Division.

Contracts Admin Unit is responsible for Procuring contracts and amendments related to the various general services, to directly support Oil & Gas plants of Northern Area Oil Operations.

The primary role is to help prepare the scope of work, determine preferred methods of payments, negotiate contracts and amendments as a member of the bid review team, prepare presentations for plan, and provide award recommendations to management.

You will participate in the technical evaluation of contractors, evaluate and analyze commercial proposals and compare results, interface with management on contract actions, resolve contract issues with contractors by interpreting contract language and help to determine the required technical qualifications of contractors.

Minimum Requirements:
As a successful candidate, you should hold a Bachelor's Degree in Business or Engineering discipline. An advanced degree is preferred.

You must have a minimum of 10 years' experience in petroleum or related industries with experience in auditing, accounting, and perfect contracting techniques and procedures, with excellent written, communication and presentation skills.

Duties & Responsibilities:
You will be required to perform the following:

Preparation of financial studies that establish feasibilities for contract services and evaluation of alternatives that may be technical, financial and/or procedural/administrative.

Develop in conjunction with contracting professional analyses and technical qualification of bidders, scope of work for various contract services, and status reports for executive management.

Participate as the contract proponent representative on the Bid Review Team charged with the development of a realistic company position on contract terms and the negotiation of these terms.

Negotiate with contractors as part of a negotiating team comprised of contracting and contract proponent representatives.

Perform periodic examination of contract administration in the field in order to locate shortcomings or potential problems in the administrative procedures or contract terms and conditions at the same time utilizing cost reduction or cost avoidance concepts without compromising plants safety.
