Position Purpose:

  • Responsible to deliver Goal Zero aspiration and other HSE performance.
  • Responsible for effective learning from the incident at the location to avoid future occurrence.
  • Provide an additional level of assurance for country legislative requirements; group HSE & SP CF, SMEP HSSE procedures from within the location.
  • Responsible to drive good safety culture and practices at Gumusut Kakap FPS

GK FPS Safety and Health Officer will be accountable for:
  • Responsible to deliver Goal Zero aspiration and other HSSE performance.
  • Responsible for effective learning from the incident at the location to avoid future occurrence.
  • The focal point to for execution of OSHA1994 and FMA1967 and their regulations and orders
  • Responsible to adhere to duties as per outlined in OSH (Safety and Health Officer) Regulations 1997
  • Provide an additional level of assurance for country legislative requirements; group HSE & SP CF, SMEP HSSE procedures from within the location.
  • Responsible to drive good safety culture and practices at the location

Position Duties & Responsibility:
  • Ensure full compliance with Shell Group Life Saving Rules and Malaysian laws related to HSSE at all times.
  • The incumbent is by default the secretary of the location safety and health committee as per OSH (Safety and Health Committee) Regulations 1996;
  • Responsible for safe practices on the facilities;
  • Drive safety culture, lesson learned and best safety practices;
  • For high-risk activities: review documentation (permits, certificates, JHA/HIP, checklists, SDS and procedures) to ensure that hazards and their controls and mitigations are adequately identified;
  • Perform spot-checking that the control measures of the permits are adequately in place, are being correctly implemented and maintained during work execution. Checking that no new risks have appeared and ascertained whether additional risks should be considered in the PTW;
  • Attend project SSP cascading as required;
  • Randomly attend onsite toolbox meeting with staffs and contractors;
  • Providing training and guidance to the newcomer to the locations and lead the safety briefing for personnel coming onboard;
  • Prepare the annual Location HSSE Plan and carry out a monthly review of the Location HSSE Plan;
  • The focal point on site for the regulatory compliance letter & register;
  • Ensure that the training matrix is being reviewed and any outstanding or potential overdue is being mitigated up front;
  • Provide/coordinate HSE training on-site or for site personnel;
  • Periodic monitoring and analysis of:
  • Compliance to environmental Regulation and Standards.
  • HSSE Systems compliance.
  • Lead location HSE Improvement program and analyze incident and ACT trending;
  • Assist OIM on-site incident investigation, reporting, and close-out;
  • Conduct site risk assessment and on-site audit/verification program;
  • Other additional roles and responsibilities may be assigned from time to time by OIM related to Safety and Health of the facility.

Requirements

 
  • An energetic and self-driven individual with minimum of 5 years' experience in Science, Engineering or OSH;
  • Minimum 5 years working experience in oil and gas industry and conversant with HSE procedures and legal requirements;
  • DOSH Safety and Health Officer (SHO) with Green book competency;
  • Promote good collaboration between offshore and onshore staff, as well as cross shift good working relationship;
  • Good understanding of Frontline Operations business;
  • Possesses Interfacing & Influential skills
