Key Roles & Responsibilities

In Country Value (ICV)

  • Understand current local content, ICV policy and legal environment in Oman and how they may impact Shell's business
  • Act as integrator for other functions (Contracting & Procurement, Human Resources, Government Relations, Legal and Commercial) leading ICV workstreams
  • Secretary to ICV Steering Committee, chaired by Country Chair
  • Develop Shell's ICV external narrative
  • Develop and review Shell Oman's ICV strategy and plans
  • Compliance with ICV standards and reporting requirements as set out by Ministry of Oil & Gas (MOG) and other relevant government bodies
  • Co-ordinate Shell's involvement in MOG Operators ICV Steering Committee
  • Focal point for ICV Strategies for Major Projects
  • Support for development of local companies capabilities to provide basic services to the industry as well as equip them with business management skills.
  • Identify opportunities for the growth of Local contractors and new businesses
Social Performance (SP)
  • Serve as the Authorized Social Performance for Shell Oman (as per HSSE and SP Control Framework) including assets and projects to ensure compliance to standards and policies;
  • Oversee the consistency, appropriateness and updating of the SP plans of assets and projects as effective management tools to address social impacts;
  • Work with External Relations (ER) team to develop and implement stakeholder engagement plans and communications on SP and Social Investment (SI) related activities
  • Responsible for the social aspects of integrated impact assessments in-country and at opportunity/project level
  • Provide assurance and Technical Authority (TA) support on SP to the business (Subject Matter Expert for Value Assurance Review (VAR) /audits/SP reviews)
  • Coach, mentor and support local SP SI skill pool
  • Work with ER integrators to ensure any significant SP related activities are integrated into business plans
  • Manage a team of Community Liaison officers and SP Advisor

Accountability
  • Lead and deliver of ICV Strategy and Plan, obtain buy in from business leadership and external stakeholders where appropriate.
  • Lead, develop and implement SP Plan as per Shell's Control Framework
  • Provide assurance of SP Compliance as per group standards
  • Gain alignment with partners on ICV and SP implementation during transition phase and beyond
  • Manage SP/ICV part of ER Budget
  • Oversee Shell's ICV reporting to MOG
  • Develop External messages and narrative on ICV and SP
  • Represent Shell in key external engagements including: MOG ICV Working Level team

Requirements

Experience and qualifications required:
 
  • An understanding of broad energy industry issues and stakeholder perspectives.
  • Ability to think strategically and translate business objectives into multi-channel communication plans.
  • Ability to secure the trust of senior business leaders as well as key Joint-Venture counterparts and key external stakeholders.
  • Strong interpersonal and communications skills, including sound writing and speaking skills, issues management, stakeholder engagement, and the identification/management of non-technical risks and key stakeholder relationships that may impact Shell's reputation.
  • Strong listening and influencing skills to enlist involvement/support from all levels, inside and outside organization. Capable of interfacing and coordinating with wide variety of groups, inclusive in approach. Proven track record as self-starter, willingness to assume management of complex projects, pay attention to detail and set priorities to meet deadlines.
  • Must have excellent English, Arabic verbal and writing language skills.
  • Experience of In Country Value in Oman
  • Experience in Community Relations
  • Minimum Bachelor's University Degree
