Purpose

  • To ensure C&P activities are performed in compliance with applicable Business principles, due Diligence, Ethical conduct, HSSE policies, Contracting and Procurement procedure, and other relevant guideline;
  • Undertake activities required by the contract strategy to deliver the Project safely and timely;
  • Lead development of robust contract management plans to ensure effective post award contract management and close out of contracts/POs;
  • Compile and manage EoI/ITT/RFQ packages for all types of contracts;
  • Negotiate contracting packages;
  • Effective management of change;
  • Exhibit exemplary HSE behavior;

Accountabilities

  • Work in a structured manner with JV national colleagues in contracting and procurement skill set
  • Keep sound working relationships and work effectively with Contract Holders, whilst maintaining commercial and contractual challenge.
  • Formulate and implement robust contracting strategies to optimize value for the business; and addressing the business and HSSE considerations, including market capacity and capability, local content opportunities, risk exposure and the overall project schedule.
  • Manage the tender process by coordinating with the Contract Holder(s) and the Business department to align C&P activities with requirement schedule, obtain the Scope of Work, draft tender documents etc.
  • Interface with all stakeholders for compilation of tender documents.
  • Structure contracts and agreements with the objective of minimizing claims and disputes.
  • Ensure that the safety aspects with attention to contractor HSE, as well as risk, local content, QA/QC, environmental and community relations aspects are captured and documented in the contractual requirements.
  • Ensure that pre-qualification and tendering activities including Due Diligence and Ethical conduct are carried out in an effective and timely manner in line with the C&P Procedure and EGPC regulations.
  • Carryout effective due diligence of the Tenderers to ensure selection of tenderers of high quality.
  • Follow up with Tenderers to obtain their acknowledgements, clarifications /extensions, issue tender bulletins/addendums, preparation of bid evaluation criteria, receive bids, arrange for bid openings, address contractual /commercial exceptions taken by bidders.
  • Prepare bid evaluation reports, defend its content and obtain its approval.
  • Co-ordinate relevant peer reviews and approval of both the Tender and final contract documents.
  • Review and finalise robust contracting documents in co-operation with Legal department.
  • Interact and develop submissions and supporting documents for obtaining approvals from external and internal stakeholders (Management Committee and Tender Committee).
  • Develop and execute robust contract management plans to support stakeholders in the post-award management of a contract.
  • Support Wells and Exploration departments in all kinds of contractual commitments for effective post award contract management.
  • Ensure that contract spend is recorded in an auditable fashion. Assist in monitoring spend and each contracts.
  • Interface with Company and Group Contracting & Procurement groups as applicable.
  • Monitor and report on contractors contracting and procurement activities and their management of sub-contractors.
  • Ensure that Contractor complies with all the contractual obligations.
  • Ensure that Change management process is managed effectively, by timely addressing variations and claims.
  • Manage and maintain C&P contract/PO files including Tender Board submissions, signed orders, requisitions, correspondence and other relevant documentation.
  • Support the Vendor Management group by introducing new contractors and suppliers.
  • Any other activity as directed by the business and instructed by CP GM

Requirements

Qualifications

  • Direct knowledge and sound technical appreciation of all types of oil industry equipment and materials.
  • Comprehensive knowledge of commercial processes for contracting and procurement, including interpretation of commercial terminology and contractual clauses used in the general conditions of contract used in the industry.
  • A minimum experience of 10 years in contracting and procurement, in Upstream Business with extensive experience in Joint Ventures.
  • 5 year experience in Egypt in a JV environment is a plus.
  • In depth knowledge of office IT system.
  • Ability to independently manage the C&P process.
  • Ability to influence the activities of Wells and Exploration team members and internal and external stakeholders.
  • Pro-active style with an ability to question and challenge others.
  • Comprehensive knowledge of the supply market and potential contractors/suppliers, and where commercial benefits can be obtained.
