Job Description

Responsibilities for this position may include but are not limited to:
 

  • Prepare permit applications for routine process changes, compliance, and projects. Work with SCAQMD to get the best possible permits. Engage all Chevron stakeholders in negotiating permit conditions and reviewing draft permits and keep customer apprised of progress on permits.
  • Work with project teams to determine the permitting required for project alternatives. Develop permitting information needs lists, permitting cost estimates, and permitting schedules for the projects.
  • Review process changes and projects to determine whether an air permit is required. Document the determinations.
  • Coordinate SCAQMD Statewide Compliance Certifications for air permits.
  • Provide day to day guidance to operations, Air Regulations, and Field Compliance on compliance with SCAQMD permit conditions.
  • Calculate fugitive emissions baselines for permit units for SCAQMD air permits. Calculate fugitive emissions changes due to projects. Reconcile, explain, and document baseline changes due to projects and turnaround work.
  • Verify, pay, and track SCAQMD invoices for permitting, including fees for annual permit renewal. Work with SCAQMD accounting to resolve discrepancies.
  • Facilitate weekly Air Permitting Group meetings.


Required Qualifications:
 
  • Bachelor's degree in engineering or science.
  • 1-3 years of experience working on SCAQMD air compliance and air permitting.


Preferred Qualifications:
 
  • Master's degree in engineering. Chemical or Environmental Engineering preferred.
  • SCAQMD air permitting experience on-site at a petroleum facility such as a refinery or a terminal.
  • Experience preparing Health Risk Assessments in support of SCAQMD permit applications and an understanding of air dispersion modeling of air pollutants.
  • Experience calculating storage tank emissions using Tanks 4.0 or other software approved for this use by SCAQMD.
